KVPOA BULLETIN
FEBRUARY BOARD MEETING HIGHLIGHTS
The Board met in an open session on Monday February 17th. The meeting began at 7:00 PM and
concluded at 9:15 PM. Below are some of the highlights.
➢ Operations Update: James Longo provided a detailed report addressing the following:
o Daily maintenance snow management activities continue. Future storms will be
managed differently with concurrent activities to keep roadways and pathways as clear
as possible.
o Owners continue to collect their parking placards
o Staff preparation for spring and summer projects (see outline below within this bulletin)
o The Board approved a $5.00 per hour increase for Manny Ochoa
o The Board approved a proposal to manufacture 2 new kayak racks.
➢ Committee Reports
o Facilities Committee:
• Committee Chair Raquel Bito provided an update on the committee's efforts to
standardize building and unit identification and signage throughout Kingswood by engaging a graphic artist to achieve uniformity.
o Insurance Committee:
• Committee Chair Daniel Harshman reported that KVPOA successfully secured $17 million more in property insurance coverage than last year while paying nearly $400K less in premiums. This is great news! Additionally, the Board authorized the Committee to explore the possibility of obtaining additional coverage.
o STR Committee:
▪ Committee Chair Jon Hunt reported that the Committee continues to monitor the
Placer County portal for STR activity within Kingswood. When comparing owner 4041 responses with the Placer County database, there are 12 units out of compliance. The Committee will follow up with these unit owners to ensure compliance with Placer County policy.
o Elections Committee:
▪ The Board approved appointing Bob Austin and Jim Andersen to Chair the Elections Committee this year as well as working with counsel to amend our bylaws eliminating cumulative voting.
o Architectural Review Committee:
▪ Committee Chair Jack Belvedere reported that there are 4 active ARC projects
currently underway. As an important reminder, if you are planning to do work on the interior of your unit, please notify the Committee and James Longo to ensure all the requisite procedures are properly followed.
o Social Committee:
▪ The Super Bowl Potluck was a success, with dozens of owners and guests
attending and enjoying a variety of tasty food choices. I’m told it was like one big festive indoor tailgate party. The Committee is already planning future events.
➢ Financial Update: Treasurer Eric Marchand provided a financial update:
o Our Operating and Reserve accounts remain in very good shape
o Financial Oversight Committee reports that expenses are being exceptionally managed,
with no anomalies observed.
➢ Unfinished Business:
o Fine Increases: The Board approved advancing a rule change that would increase fines
related to smoking/vaping, the use of open-flame items like BBQ’s, and propane fueled
heaters. The fines will start at $1000.00 for the first offense, escalate to $2500.00 for a
second offense, and $5000.00 for the third or more offense. The proposed change will
be drafted and distributed to owners, allowing a 30-day period for comments.
DAYLIGHT SAVING TIME
Daylight saving time in 2025 begins this Sunday, March 9th at 2:00 AM. This means that you need to
move your clocks forward one hour, resulting in later sunrises and sunsets. Hawaii and Arizona are
the only states that do not observe daylight saving time.
REMINDER - PARKING PLACARDS
Owners can collect their allotted parking placards at the Maintenance Office during normal business
hours Monday through Saturday.
WEIRD WINTER
While we have experienced a few snowstorms, it’s safe to say that so far, this winter season has been
relatively mild. You were right, George!! If I have learned anything however about Tahoe winters, the
big stuff might still come. Staff continues to remain prepared to respond with full force when new
snowfall arrives. If you trust the weather forecasts, a few inches will fall this week, with five straight
days of predicted snowfall beginning Wednesday March 12th.
➢ Reminder:
Staff will remove snow from roadways and parking lots and will clear snow from
walkways up to the unit steps. Owners and residents are responsible for clearing snow from
their steps.
CERTIFICATE OF INSURANCE
For those who may not be aware, KVPOA changed insurance brokers this year and we have already
realized the benefit of that change. As mentioned earlier in this bulletin, we are getting more bangs
for our buck and the customer service aspect of this change has been very good. In that vein, please
let me introduce you to Ryan Taylor and Edward Butler from InterWest Insurance Services. Both can
be contacted if you need copies of our property insurance certificate for your mortgage broker. Below
is their contact information.

SPRING AND SUMMER MAINTENACE PROJECTS
James Longo has begun planning maintenance projects for the coming spring and summer seasons.
Below is a bullet list of just some of the projects that are being planned.
• Chimney inspections commence this spring. James will keep everyone posted once schedules
are finalized.
• Staff will begin to prepare all the pool equipment in advance of the opening day Memorial Day
weekend. Staff will install a new pump and couplers, connecting filters and heaters in advance
of starting up the pool.
• Steps to nearly 40 units will be replaced.
• Replacements of several pier footings.
• Full building painting – 10 Units (142 – 151)
o 18 Units (37 – 54) were painted this fall
• Porch Painting – staff will commence a project to begin painting porch/entryways.
• Parking lot cracks sealing - work will be conducted by staff and will begin in May.
• Parking lot striping – work will be conducted by staff in tandem with the sealing project.
• Install speed bumps – installation will occur after parking lot sealing and striping is completed.
• Irrigation systems will be primed for operation.
• Pine needle clearance (on-going)
• Storm drainage clearing (on-going)
• Roof clearing – TBD
• Install two new kayak racks, adding capacity so owners/renters can move kayaks from off or
under decks. Going forward, formally registered kayaks will be allowed to remain on the racks
year-round.
ARCHITECTURAL REVIEW APPLICATIONS (ARA) – WHEN IS IT REQUIRED?
• Any improvement to the interior of your unit requires an ARA. The Architectural Review
Committee and our Superintendent James Longo will work with you to ensure requisite
processes and procedures are followed and will work to expedite your application. If you have
