Short Term Rental Complaints

What is a Valid Short-Term Rental Complaint?

A complaint is considered valid and actionable when a guest's behavior violates a specific, verifiable rule from the Kingswood Village POA Rules or the Placer County STR Ordinance. These are the main categories for which you should call the Placer County STR Hotline:

Noise: Guests creating sound audible beyond the unit's parcel line during Quiet Hours. (Kingswood Rules: 9:00 p.m. to 8:00 a.m.)

Parking: Exceeding the three-vehicle limit per unit

 

Parking: Vehicles not moved every 24 hours during snow events (or at least once per week at other times)

 

Refuse/Trash: Trash or debris left outside the unit that is not secured in a bear-proof container (bear box or secured dumpster). Also applies to trash being left outside the dumpsters, in any common area (parking lot, etc.), as well as large items (furniture, excessively large items) being placed near dumpsters.

Occupancy: The number of guests exceeds the permitted limit for the unit. KVPOA rules regulate 3bd units to a max of 8 souls overnight with smaller units limited to 6 and 4 respectively. 

Smoking: Any smoking (tobacco or cannabis) on the property, including decks, balconies, and common areas. Smoking is only permitted on County Property (e.g. Commonwealth Drive, etc.)

Dogs/Pets: A dog or any pet is present in the unit as renters have a strict no-pet policy per the KVPOA Rules and Regulations.

Open Fires: Use of an open wood-burning pit, bonfire, propane or charcoal grill. KVPOA rules only allow usage of electric grills both inside and outside units.

 

What is Generally NOT Considered a Valid Complaint?

Issues that are not covered by the STR ordinance or do not represent a clear safety or nuisance violation may not result in a fine or citation. These issues should typically be reported to the KVPOA office for general rule enforcement.

Minor daytime noise: General noise during non-quiet hours (8:00 a.m. to 9:00 p.m. or 10:00 p.m.) is part of normal occupancy.

Unsightliness or clutter on decks: While a violation of a Kingswood rule (Decks and entry porches must be free of clutter), this typically requires a code enforcement officer to witness and is less likely to result in a County STR citation than noise or parking.

Basic neighbor disputes: (e.g., arguments, personality conflicts) Unless the dispute involves a clear violation like excessive noise or harassment, it is not an STR ordinance issue. Obviously, if the dispute involves physical violence, property damage, etc. you are urged to call 911.

Use of a BBQ provided by the owner: The Kingswood rule restricts renters bringing their own BBQ devices or using them in common areas, but permitted owner-provided BBQs are generally acceptable.

How to Report Violations

 

 If a situation arises where you need to report a disturbance, you can use these resources to file a complaint.

  • For Short-Term Rental (STR) Disturbances: If you believe the disturbance is coming from a short-term rental, you can call the Placer County's Short-Term Rental Helpline at (530) 448-8003. This hotline, operated by Host Compliance, is available 24/7 and is a simple, anonymous way to report non-emergency issues like noise or parking violations. The county records and documents these complaints, which can lead to a code violation for the property owner after a certain number of reports.

  • For Immediate Noise Assistance (After Midnight): If a noise issue is happening after midnight and you need immediate assistance, please contact the Placer County Sheriff's Office at (530) 886-5375. When you call, you'll be asked to provide your name and address. If the noise is from a short-term rental, please also call the STR Helpline above to ensure the complaint is officially documented by the county.  

If you decide to file a complaint with the county, please also send a copy via email to str@kvpoa.org so we may record the incident for our records as well.

Remember, the homeowner receives all fines from the Association ($100 minimum) and the County ($1,500 minimum for first violation), making it critical that you report violations promptly to the hotline for documentation.

Non-STR Complaints

What Can Be Addressed Through a Community Complaint?

 

To be subject to a formal complaint and enforcement, an issue must be a clear violation of our published CC&Rs or Rules & Regulations that impacts the community, the Common Area, or the peaceful enjoyment of other homes. These enforceable matters generally concern the shared elements of our village, such as:

  • Property Aesthetics: Unauthorized Improvements or exterior alterations that haven't received prior approval from the Architectural Committee, or the lack of proper maintenance on the exterior areas for which you are responsible.

  • Common Courtesy & Nuisance: Activities like excessive noise (particularly outside of the acceptable hours of 8:00 AM to 10:00 PM), or actions that constitute a nuisance to surrounding owners. This can also include speeding through the parking lot(s).

  • Prohibited Actions or Items: Kingswood Village is a smoke-free campus which includes cigarettes, cigars, vapes, and any other smoke-producing device. Open-flame devices such as grills, fire pits, etc. are prohibited by both Placer County as well as Kingwood Village. These are considered urgent safety violations and you are encouraged to report these immediately. 

  • Common Area Use: Improper use of our recreational facilities, storage of non-compliant items on decks or porches, or violations of established parking and vehicle guidelines.

What Generally Falls Outside the Scope of a Complaint?

 

We want to ensure homeowners know where to direct their concerns. The Association’s enforcement authority is intentionally focused on exterior and community-impacting issues. Therefore, we are typically unable to process complaints concerning matters that are:

  • Interior-Only Issues: Anything strictly confined to the interior of a Residence that does not affect the structural integrity of another unit or pose a risk to adjacent properties. For example, if an owner decides to paint their walls neon pink, puts a TV in their bathroom, uses toilets as living room furniture, has bad taste in decor, etc.

  • Non-Covenant Matters: An issue that is not specifically covered or regulated by a covenant or rule within the official Governing Documents. For example, if a neighbor seldom uses their unit, you don't like the color of their furniture, they cut you off in traffic, their shoes don't match their outfit, etc.

Please remember that as the homeowner, you are responsible for ensuring that all family members, guests, and renters are also aware of and comply with our community standards. Together, we can keep Kingswood Village a wonderful place to call home.
