KVPOA BULLETIN – JANUARY 2026


HAPPY NEW YEAR


As we transition from 2025 to 2026, it is important to reflect on the accomplishments of the past year.

Throughout 2025, Kingswood continued to progress in several key areas. Operational and maintenance

activities were successfully optimized, and social events became a consistent part of community life.

Kingswood met defensible space requirements and earned recognition as a Firewise Community. The budget was managed effectively, campus lighting improvements were realized, and office administration processeshave been streamlined. Community involvement and volunteerism remain strong, contributing positively to Kingswood’s ongoing success.


WINTER IS HERE


Winter officially arrived just in time for the holidays, bringing to life a white Christmas at Kingswood. Staff

worked their best to keep our roadways and walkways clear. With every significant snow event, snow

clearance can take extra time and things back up. This year was no different. More snow arrived than whatwas forecasted. Since the holiday storms, there has only been one mild dusting, which occurred last week.


Let’s hope February is not as dry as January.


REMINDER - PARKING PLACARD REQUIRED / RULE NOTIFICATION UNDERWAY


Last year, the Board approved the implementation of a parking placard system and amended the Rules and Regulations to mandate the display of placards when parking within Kingswood Village. This policy assists staff in efficiently identifying vehicles as needed, particularly in circumstances requiring vehicle relocation or in response to incidents such as vandalism or bear-related break-ins. During the winter months, when frequent vehicle movement may be necessary due to snow, clearly displayed placards allow for effective communication with owners regarding important notifications.


A number of owners have not yet collected their placards. Those who have not done so are kindly requested to contact the office to arrange pick-up. To facilitate outreach to all owners, tenants, and renters, staff have begun placing placard reminders on vehicles without visibly displayed placards.


KEEPING YOUR ASSESSMENT ACCOUNTS CURRENT


The Board reviewed a summary of delinquent accounts for the Association at both the October-25 and

January-26 Board meetings. For context, the KVPOA policy relating to homeowner dues is copied below (Page #9 under the “Maintenance Services and Accounting” section in the KVPOA Rules and Regulations):


  • Monthly Association dues are due at the first of each month and must be received by the 15th

of each month to avoid late charges. Dues received after the 15th of the month will result in a

late charge of 10% being added to the account. If there is a balance due at the end of the

month for any charges whatsoever, an interest charge of 1.0 % will be added to the account.


  • Owners are encouraged to keep their accounts current. If a Homeowner's account is over

$750.00 past due or is over 90 days delinquent, a lien will be filed against the unit. Foreclosure

will occur when debt exceeds $1800.00 or is twelve (12) months delinquent.


Based on these guidelines, KVPOA is expected to take legal action by (1) filing a lien for accounts that exceed $750 in past due fees and (2) pursuing foreclosure for accounts that exceed $1,800 (this action follows the lien process). It is worth noting that legal costs for processing a lien alone typically exceed $1,000 which is charged to the delinquent owner’s account. As of the January meeting, the following statistics apply relating to total delinquencies at Kingswood Village (43/238 units with ~$80K outstanding):


• $1-$750: 21 units ($8,226 total)


• >$750-$1,800: 15 units ($14,952 total)


• >$1,800: 7 units ($56,894 total)


The Board has a fiduciary requirement to protect the Association and will be pursuing the difficult next steps of processing lien or foreclosure paperwork on accounts that meet the criteria outlined in the Rules and Regulations. As such, it is highly recommended that you carefully review your account and contact Karl or Dane with AB Service ASAP if your account needs attention (kvpoa@abservice2hoas.com; 925-938-4363).


MONTHLY BOARD OF DIRECTORS MEETINGS


The Board of Directors convenes in open session each month, with the exception of December. These sessions serve as working meetings during which the Board addresses the Association’s business matters. Meetings are scheduled for two hours and typically conclude within this timeframe; however, the duration may extend based on the agenda.


Following the conclusion of the working meeting, a homeowner forum is held. This segment provides owners with an opportunity to address the Board directly. Each owner is allotted three minutes to speak, provided that remarks remain courteous and respectful at all times.


COMMITTEE VOLUNTEERS NEEDED


Both the Insurance and Social Committees are currently seeking volunteers. The Social Committee, which has maintained a high level of activity since its establishment, welcomes individuals who are energetic and

creative. The Insurance Committee invites those interested in contributing their time to support this year’s

insurance renewal process. If you would like to participate, please email me and I will forward your

information to the respective Committee Chairs.

CAMERAS AT DUMPSTER LOCATIONS

At the January meeting of the Board of Directors, approval was granted for the acquisition and installation of cameras at our dumpster sites. Although the primary coverage will be the dumpster areas, some sections of the parking lot may also fall within the camera range. It is anticipated that the presence of surveillance equipment will discourage individuals, including contractors and housekeepers not affiliated with Kingswood, from disposing of debris in our dumpsters.


COMMITTEE VOLUNTEERS NEEDED


The Insurance and Social Committees are looking for volunteers at this time. The Social Committee, known for its ongoing high activity, encourages energetic and creative people to join. If you have an interest in helping with this year’s insurance renewal, the Insurance Committee would value your involvement. To join either committee, please email me so I can share your details with the appropriate Committee Chairs.

SUPER BOWL PARTY


The Social Committee is hosting a Super Bowl party next Sunday. The festivities will begin at 2:00 at the

community clubhouse, with the game kicking off is at 3:30. Please come and enjoy the game, tasty snacks, scrumptuous nachos, and the company of your fellow neighbors. For more information, please see the party flyer attached to the email that accompanied this bulletin.
