KVPOA BULLETIN – MAY / JUNE 2026


JULY 4TH CELEBRATION


Last year’s Independence Day celebration was a great success, with more than 80 owners and guests enjoying food, games, music, and raffles. With the country’s 250th anniversary approaching, the Social Committee is planning another 4th of July celebration. The event is just 11 days away, so please RSVP if you have not already done so.

SOCIAL COMMITTEE – HELP WANTED


As the Social Committee prepares for the upcoming 4th of July celebration, the committee is seeking volunteers to help with set-up and clean-up. Last year’s event was a great success, with more than 80 participants enjoying the festivities.


If you plan to attend and can help before or after the event, please contact the office so a committee member can follow up with you. Thank you in advance for your support.


BOARD OF DIRECTORS’ ELECTIONS UPDATE


This year’s election is expected to use a standard ballot. Three Board positions—not four or more, as rumored—are up for election. The nomination deadline has passed, and six Kingswood owners have submitted nominations for the three open seats. The candidates are:


➢ Bob Austin – Incumbent

➢ Jon Hunt – Incumbent

➢ James Ransdall – Incumbent

➢ Jill Eugenio

➢ Linda Garcia

➢ James Macdonell


All candidates will be invited to a Zoom “Meet the Candidates Forum,” where Kingswood owners will have the opportunity to ask questions and to get to know the candidates better.

In addition, all elected Directors will be required to sign KVPOA’s Code of Conduct and Ethics Policy . The policy addresses the following:


➢ Board of Director Responsibilities

➢ Behaving in a professional manner

➢ Prohibiting Self-Dealing

➢ Dealing properly with confidential information

➢ Prohibiting misrepresentation of facts

➢ Proper interaction with employees

➢ Proper decorum and behavior

➢ Conflicts of interest


A copy of the policy can be found on the website here. Please be advised that every member on the current Board of Directors has signed this document and agrees with its policy stipulations.


Election ballot packets will be assembled and mailed to all owners in mid- August and will be tabulated at the annual meeting in September.


BOARD OF DIRECTORS MEETINGS – GET INFORMATION FROM RELIABLE SOURCES


The Board of Directors meets monthly to conduct Association business. Meetings are held virtually via Zoom and are open to KVPOA owners only. Owners who want community updates are encouraged to attend and hear directly from the Board and Kingswood’s Superintendent. Meetings are scheduled for two hours but may run longer if additional business or discussion requires more time.


REMINDER: When joining a Board meeting, please make sure your Zoom display name includes your name and unit number. This helps the Board confirm that only owners are present. Attendees without a name and unit number displayed may be removed and re-admitted once their display name is corrected.


BUDGET SEASON IS UPON US


Each year at this time, our Treasurer Eric Marchand and our Budget Committee, consisting of Jack Belvedere and Daniel Harshman, meet to review and discuss a proposed draft budget. After careful deliberation, the proposed budget is presented to the Board to discuss and eventually approve during an open Board meeting. In advance of their budget meeting, Eric meets individually with Karl of AB Service and James Longo to assemble a draft budget with each budget item given a dollar value.


The goal is to propose a reasonable budget that allows our Board and staff to manage operations, to keep Kingswood’s restoration momentum going, while at the same time keeping our monthly dues as low as possible. It is important to know that budgets, for better or worse, govern how we operate. For the past two years, KVPOA has accomplished much while doing so within the confines of our approved budget.


Special thanks to James, Anthony and the Board for their diligence and fiscal responsibility.


REMINDER - NEW POOL ACCESS CARDS


The access system for the pool, gym/restrooms, and sport courts has been updated, so a new entry card is

required to use these facilities. Cards are available at the office, and owners should contact the office to arrange pickup.


STR owners are encouraged to collect their cards and place them in their units, as several renters have recently been denied pool entry after attempting to use outdated cards or fobs.


UNIT KEYS


KVPOA Rules and Regulations require each homeowner to provide the Superintendent with a set of keys for their unit, which are kept in a locked cabinet. Immediate access may be needed during emergencies, such as fire or flooding from frozen pipes. Maintenance also requires access for chimney inspections or sweeping and fire extinguisher inspections.


Whenever Maintenance enters a unit, a notice will be left for the owner.


REGISTER YOUR BOAT


If you are parking a boat in our boat lot, please be sure to register your boat by using the Short-Term Parking form located on our website here


E-BIKES


E-bike riders must follow the same speed limits as motor vehicles. Recent reports indicate some riders are

traveling too quickly through Kingswood. Because e-bikes, like electric vehicles, can be difficult to hear as they approach, please slow down and help keep everyone safe.


KVPOA VOLUNTEER CLEAN-UP DAY UPDATE


Saturday, June 13th, marked the first of three volunteer cleanup days this year. Although turnout was smaller than in past years, 19 owners and staff contributed their time. Volunteers focused on clearing the five-foot boundary around each building, removing slash debris from throughout the property, and disposing of previously collected fuels debris. Despite its smaller size, the team made a major impact, filling three 40-yard dumpsters with pine needles, pinecones, and slash debris. In true Kingswood community spirit, the day concluded with a casual potluck in the clubhouse. During the event, I noted the following observations:


• Special kudos to staff employee Manny Ochoa. In advance of the clean-up day, Manny had already cleared areas within the five feet boundaries of many buildings. Thank you Manny!!


• As I mentioned earlier, the volunteer team managed to fill three dumpsters. Great job team!!


• Jim Andersen managed to log over 100 volunteer hours in advance of the clean-up day and was

responsible for all the slash debris throughout the property. Thank you Jim!!


• Cigarette butts were sighted throughout the property, which suggests many are not observing KVPOA’s non-smoking policy. We need to continue our messaging on this subject.


• Firewood on some decks is not properly covered. All firewood must be completely covered on all sides with an approved fire-retardant tarp.


The next volunteer day is Saturday August 15th. Following established tradition, there will be a celebration in honor of the many owner volunteers who continually dedicate their time to Kingswood Village.


KVPOA’S NO SMOKING RULE BEING IGNORED


Smoking on the property remains a serious concern. Please remind your guests and renters that Kingswood is a non-smoking community; compliance with this policy is required for KVPOA to maintain casualty insurance.


Most smoking violations appear to involve renters smoking in common areas, and owners are responsible for the actions of their renters and guests.


LOCK YOUR VEHICLES TO DETER BEAR ENTRY


Bear activity has increased throughout Kingswood. Two mother bears with cubs have been seen roaming the property in search of food and water. Bears have entered unlocked vehicles and have broken into locked vehicles when food or drinks were left inside. Because bears can smell food and open beverages, they may try to enter any vehicle that contains them. Please lock your vehicle, remove all food and drinks, and help prevent bear-related damage.


KAYAKS OFF DECKS


As spring turns to summer, please move kayaks and paddle boards from decks to the Association’s kayak racks. Be sure to register with the office; the registration form is available on the website here


COMMON AREA COMPLIANCE CHECKS COMING


Staff will resume inspections of common areas and exclusive-use common areas, including decks and entryways, to confirm compliance with KVPOA rules. Permitted items for decks, entryways, and common areas are listed under Community Living in the Rules and Regulations. Inspections will also focus on fire safety, including proper firewood covering and the use of electric grills only. Because NTFPD and insurance inspectors also conduct site inspections, it is important that the property remains in compliance. Thank you for your cooperation and understanding.


PUD USE OF THE BOAT LOT


PUD subcontractors are currently using part of the boat lot to store equipment and materials while replacing water lines in and around Kingswood. As a result, the boat lot is at capacity. Space may become available if a boat is removed or when the subcontractors’ clear additional areas.


If you plan to bring a boat to Kingswood, please call the office before your visit to confirm availability.

KVPOA STAFF – DID YOU KNOW?


For those who may not be aware:

➢ Our Superintendent James Longo is a licensed contractor? Yes, James is a licensed contractor.


➢ James leveraged his contractor’s license to obtain maintenance materials and equipment at discounted rates, saving the Association thousands of dollars, which helps our budgets.


➢ James has assembled a strong and cohesive team with requisite skills that have enabled the staff to accomplish a significant amount on property maintenance over the past 2 ½+ years.


o Many of our building’s entryway steps have been replaced, addressing life safety issues.


o Buildings are being painted. Building painting is currently on a nine-year cycle. Under James’

leadership, 13 buildings have been painted.


o The grounds are well maintained. Watering is being regulated to comply with local requirements,

and our grasses are green and our surrounding landscapes are being maintained.


o Our amenities (pool, gym, sport courts) are being maintained. Staff is doing a great job keeping

these amenities “up and running.” Sure, equipment malfunctions occur, but the staff responds

appropriately to ensure “down time” is mitigated.


o Fire safety and defensible space requirements have been attained. I cannot express how

important this achievement is and how our staff, led by James, were instrumental in achieving

this significant milestone. Being Firewise compliant was a goal.


o Our clubhouse has received a much-needed face-lift. The clubhouse had reached the end of its

useful life. The work was done exclusively by our staff, relieving us of our dependence on

outsourcing to third parties.


o Relationships with local utilities and local authorities/first responders have improved. It is

comforting knowing that the local utilities (PUD, Southwest Gas, Spectrum) and local authorities

(NTFD, Placer County Sheriff) have developed a working relationship with James, establishing a

point of contact should emergencies arise.


o Our Association office has been transformed into a functioning office. For a long time, it was just

a space where documents were kept. Thank you Anthony for your creativity and progressive

outlook and for your work in transforming our website and for creating interactive tools for owners

to use. Our website has been significantly upgraded, creating a more intuitive UI.


o Snow management has improved year over year with our dependance on third party companies

being reduced significantly.


I share all this to remind folks where Kingswood was just three years ago and how much has changed to our benefit since. We should count our blessings that we have a productive and competent staff.


PETS (OWNERS ONLY) KEEP LEASHED AND CLEAN-UP


Only owners may have pets at Kingswood. Pets must be leashed at all times, and owners are responsible for cleaning up after their dogs. Dog waste bag stations are available throughout the property; if a station is empty, please notify the office so it can be refilled. Please take only one bag, or two if needed, as some stations require more frequent refilling than usual. Thank you for your cooperation.


OWNER ONLY PET EXCEPTION


KVPOA complies with applicable federal and state fair housing laws regarding assistance animals, including service animals and emotional support animals. The Association will provide reasonable accommodation when a prospective long-term, non-STR tenant requires an assistance animal. The Association may request reliable information confirming:


1. That the individual has a disability as defined by fair housing laws; and


2. That the animal provides assistance, support, or services related to that disability.


To assist us in evaluating the request, please have the prospective tenant provide the following:


• Is the animal required because of a disability?

• What work, task, assistance, or support does the animal provide that is related to the disability?


• If the disability or need for the animal is not obvious, documentation from a qualified healthcare

provider or other reliable third party confirming the disability-related need for the animal is required.


For community records, we also request the following information regarding the animal:

• Species and breed

• Age and approximate weight

• Current vaccination records

• Emergency contact information


Please note that the Association does not require disclosure of a specific medical diagnosis, medical records, or detailed information regarding the nature or severity of any disability.


Once the requested information is received, the Association will review the accommodation request and respond promptly.
