KVPOA BULLETIN – MARCH / APRIL 2026




MONTHLY BOARD OF DIRECTORS MEETINGS


The Board of Directors convenes monthly to address the Association’s business matters. These meetings,

conducted virtually via Zoom, are open to all owners. Those wishing to stay informed about developments within the community are encouraged to attend and receive updates directly from the Board of Directors and Kingswood’s Superintendent.


Board meetings are scheduled for two hours; however, the duration may be extended should business or discussion necessitate additional time.


At the conclusion of each meeting, owners are welcome to present questions or comments for the Board's

consideration. The scope of discussion or response may be limited by statute depending on the subject matter.


Certain topics, however, should not be discussed publicly and are more appropriately addressed privately with the Board or submitted in writing. (Civ. Code § 4930(a))


Topics should not:

• pertain to matters outside the Board’s authority.

• include defamatory, indecent, abusive content, personal attacks, or legal threats.

• involve personnel issues.

• disclose confidential information.


Although maintenance concerns may be raised during open forums, they are often more effectively resolved when presented to the Board in writing.


The meeting calendar for this year is included in the email along with this bulletin.


INSURANCE UPDATE


For the second consecutive year, we are pleased to report a reduction in our overall insurance costs compared to the previous year. This year, our expenses decreased by $179,642. We extend our appreciation to Daniel Harshman for his exemplary stewardship of our insurance requirements. Furthermore, the broker that Daniel engaged prior to last year's insurance renewals continues to provide valuable service to Kingswood. While the insurance market remains volatile and unpredictable, we remain optimistic regarding continued positive developments and that the downward trend persists.


FIREWISE – POTENTIAL PERSONAL INSURANCE BENEFIT


The current Firewise Certificate is included as an attachment to the email accompanying this bulletin. Several owners have noted that certain insurance providers recommend checking for potential premium reductions as a result of KVPOA's Firewise compliance. You may wish to consult your insurance carrier to determine if you are eligible for any savings.


WINTER CLEANUP


Late February brought heavy snowstorms to the Tahoe basin, including Kingswood. The staff worked diligently to keep roads and walkways clear. Many owners expressed their appreciation to James and his team for their dedication during this time. Here are some examples that showcase their hard work and commitment. Thank you, team!


ROOF CLEARING

To fulfill our insurance obligations, staff will conduct rooftop debris removal on our buildings twice annually. The first cleaning for this year is currently in progress and is expected to be completed soon.


Previously, this service was outsourced; however, it is now managed internally by our team, resulting in cost savings for the Association.


NEW POOL ACCESS CARDS


The access system controlling entry to the pool, gym/restrooms, and sport courts has recently been updated. Consequently, new point of entry cards are required for use of these facilities. These cards have been produced and are available at the office. Owners should contact the office to arrange collection of their new cards.


LYNX ON THE GROUNDS / BEAR ACTIVITY ON THE RISE


One of the benefits of having cameras on our property is they reveal things that are of importance to share with our owners and tenants. The camera near the sport courts captured a Lynx roaming the property. Cameras near the office capture bear activity near the office and in the tree along the pool complex. Please be aware of your surroundings at all times, especially at night. It is worth reminding everyone that it is against our rules to tether pets outside their units and that pets should be kept indoors at night.


INFRASTRUCTURE MAINTENANCE – A LOOK BACK AND LOOK FORWARD


Effective painting throughout Kingswood Village necessitates thorough planning, coordinated execution, and strict adherence to budgetary constraints. The Association is responsible for the upkeep of 44 structures, each requiring routine painting. With an annual budget allocation of $102,000, we are able to address approximately five structures per year, yielding a nine-year rotation cycle.


James is currently investigating alternative, more durable coating solutions, as some newer water-based latex products have not demonstrated long-term reliability within our local environment.


Over the past three years, 15 structures have been successfully repainted. Additionally, roughly 80 stair

replacement projects have been completed across the property. These achievements are particularly noteworthy given the age and extensive scale of the community.


James and his team remain engaged year-round to address the ongoing maintenance needs of our 36-acre property, which is challenged by aging infrastructure. Each project requires significant time, careful coordination, and disciplined financial management. Our commitment remains to maximize progress within established fiscal parameters.


Since James’ tenure began with the Association, substantial advancements have been made in several areas: Firewise and defensible space initiatives, painting schedules, stair replacements, infrastructure enhancements, and facilitation of water main improvements in partnership with NTPUD. Staff have also reinstated consistent landscape maintenance, enhanced office accessibility, and improved enforcement of community guidelines.


Managing a property of this magnitude is inherently collaborative, relying on the dedication of our Board of Directors, operational personnel, maintenance staff, and numerous volunteer homeowners who generously contribute their time and expertise. Kingswood Village continues to progress, fostering opportunities for ongoing enhancement. We are all grateful for the collective efforts of all involved and anticipate a productive and enjoyable summer season for our entire community. Thank you James for your leadership and for your progressive look to the future.


SPRING ACTIVITIES – PLANNED OR UNDERWAY


Staff has commenced standard and routine Spring activities, some of which include the following:


➢ Aeration of our lawns

➢ Irrigations systems are being prepped for use

➢ Trial of new irrigation system that will conserve water

➢ Additional sprinklers heads installed

➢ Lawn seeding and mowing begin soon

➢ Preparing the pool for opening Memorial Day weekend


KEY TO SUCCESSFUL KVPOA SELF MANAGEMENT


Since its establishment, Kingswood Village has been managed by an elected Board of Directors. The successful self-management of an association of this scale is fundamentally dependent on the effectiveness of its Board. Directors are required to demonstrate commitment and diligence in conducting the Association’s business and ensuring its ongoing welfare. Additionally, the Board is responsible for supervising and managing employees; maintaining a competent and productive workforce is critical to effective self-management. The management of the Association adheres strictly to its Covenants, Conditions & Restrictions (CC&Rs), By-Laws, and Rules and Regulations, and the Board maintains a fiduciary duty to comply with these governing documents.


Over time, successive Boards have consistently acted in the best interests of Kingswood Village, contributing to the community’s continued growth and positive trajectory. The Association has successfully navigated various challenges, including staffing adjustments and recent increases in insurance costs.


Throughout these developments, the community has demonstrated resilience and unity.


The current Board consists of experienced, long-term owners, including both full-time residents and those who divide their time between multiple homes. The Board operates collaboratively, engaging with key stakeholders and subject matter experts to manage Kingswood’s operations effectively. Treasurer Eric Marchand oversees budgets and finances; Insurance Committee Chair Dan Harshman manages insurance matters; Vice President Jack Belvedere leads the Architectural Review Committee; Raquel Bito directs the Facilities Committee; Bob Austin serves as Secretary and chairs the Financial Oversight Committee monitoring HOA expenditures; Jon Hunt handles STR oversight; Jim Andersen manages Wildfire Prevention and Firewise initiatives; James Ransdall has contributed substantial technical upgrades during his tenure as Secretary. As President, I am dedicated to overseeing all Association and staff operations and to continue to keep you all informed of Kingswood activities with factual and transparent reporting.


The moral of the story is that Kingswood is well positioned to prosper, and its resilience cannot be

underestimated.


CAPITAL IMPROVEMENTS – KVPOA CLUBHOUSE RENOVATION


KVPOA conducts a reserve study every three years. This study serves as a planning tool, examining KVPOA’s assets and finances to anticipate future repair and replacement expenses. By combining a property inspection with a financial review, the reserve study estimates when repairs will be necessary and what they may cost, helping the Board develop a long-term budget and funding strategy to preserve and maintain assets.


The latest reserve study indicated that many components in our clubhouse have surpassed their expected

lifespans. With an increase in social events at the clubhouse and our annual homeowners’ meeting now being held there, it became evident that the facility needs renovation. The Board has allocated capital improvement funds for this project which began this winter when outdoor work is restricted by weather. Clubhouse renovations include updated flooring, cabinets, countertops, appliances, and bathroom enhancements; and the work is scheduled for completion by May 24th.


PARKING LOTS / PUD


James has recently received notification from NTPUD regarding plans to replace old water lines which will require excavation of the parking lots later this year. As of this bulletin's publication, PUD has not specified a start date for the project, but James anticipates receiving further information by April 24th. James maintains a strong and collaborative relationship with NTPUD and will take appropriate steps to remind them that the summer season is particularly busy and our parking lots experience high usage during that time. Updates will be provided as more information becomes available.


CAMPUS CAMERAS


There have been some false claims circulating that cameras are being installed to surveil or invade people’s privacy. This is not true. I want to reassure everyone that the cameras installed across our campus are strictly for safety reasons and to help prevent inappropriate behavior and misuse of dumpsters. We know that outsiders often use our dumpsters to get rid of trash and debris. Let’s not forget last year’s dumpster fire caused by renters disposing of hot charcoals. Parking lot incidents still happen occasionally, and there have been reports of package thefts by porch pirates. E-bikes have also been stolen. The pool camera has even recorded people climbing over the fence to use the pool after hours. These cameras are being used solely for their intended purposes—nothing else.
